Seaside General Plan

View of Seaside to the NECalifornia law requires each city to adopt a comprehensive, long-term general plan to guide the physical development of the community. Seaside’s General Plan serves as the ‘blueprint’ for future growth and development, containing policies and programs that provide the community’s decision makers with a basis for decisions related to land use and development. In accordance with State law, the General Plan is the primary document that the City uses to guide and regulate the use of land within its boundaries.

The General Plan consists of a Land Use Policy Map and eight mandatory Elements, or chapters. Seaside’s General Plan also contains two non-mandatory Elements that assist in furthering the aesthetic quality and economic prosperity of the community: Urban Design and Economic Development. Seaside Zoning Code 

The Seaside Zoning Code is adopted as Title 17 of the Seaside Municipal Code and serves to carry out the goals and policies of the City’s General Plan. The Zoning Code, Specific Plans, and individual public and private development proposals must be consistent with the goals, policies, and standards of the General Plan.

Subdivision Map Act

The City of Seaside regulates the subdivision, merging and development of property within its borders in accordance with the California Subdivision Map Act and a supplement to the Act, adopted as Title 16 of the Seaside Municipal Code.

Local Coastal Program

The City of Seaside is mandated by the California Coastal Act of 1976 to prepare a Local Coastal Program for the areas of the City that are located within the Coastal Zone boundary. A Local Coastal Program, or LCP, consists of City land use plans and land use controls that implement the provisions of the California Coastal Act. Coastal development permits are issued by the California Coastal Commission, in compliance with the LCP, for all proposed development that occurs within the City’s Coastal Zone boundaries.

Bikeways Transportation Plan

The purpose of the City's Bicycle Transportation Plan is to establish a system of bikeways within the City that connect with and complete the region's bikeway system.  In addition to serving the needs of existing City residents, anticipated growth on the former Fort Ord military base, including the California State University - Monterey Bay campus, will bring a significant number of new residents, employees and students to the community who will require safe and efficient bicycle transportation to and from businesses, schools and residential neighborhoods. Bikeways that connect residential neighborhoods with businesses, schools and services within the City are crucial to the health and vitality of the Seaside community.

Seaside East Conceptual Master Plan

The purpose of the Seaside East Conceptual Master Plan is to identify a land plan that is supported by the community. The plan was presented to the Seaside Planning Commission and the Seasie City Council, but no action was taken and nothing was adopted. This conceptual plan is purely an advisory document meant to inform future land planning decisions.

Parks, Recreation and Community Services Plan

The Parks, Recreation and Community Services Plan (5 MB) identifies issues for the future of the City's park system and identifies approaches to meet the need.
